Elk Grove City Council to Consider Business Accessibility, Surveillance Camera Incentives at May 13 Meeting

The Elk Grove City Council will meet Wednesday, May 13, with a wide-ranging agenda that includes new small business accessibility incentives, a community surveillance camera partnership program, road maintenance projects, and preparations for the November 2026 municipal election.

The meeting begins at 6 p.m. inside the Council Chambers at Elk Grove City Hall, located at 8400 Laguna Palms Way.

Among the most notable items on the regular agenda is consideration of a new city initiative called the Accessibility Compliance to Create Equitable Small-business Spaces (ACCESS) Incentive Program. City officials say the proposed program would help businesses improve accessibility compliance while supporting equitable access for customers and employees.

Council members are also expected to consider and adopt two public safety-related programs tied to the city’s expanding use of technology and surveillance systems. One proposal would formally establish the Community Sentinel Program, while another would create the Business Reimbursement for Integrated Camera Systems (BRICS) Incentive Program, which would provide assistance for businesses installing integrated camera systems.

The council will also review new public meeting procedures required under California Senate Bill 707, which mandates updated rules governing remote public comment participation by July 1, 2026.

Several infrastructure and transportation-related items are included on the consent calendar, including approval of the city’s 2026 Pavement Maintenance Project, which includes slurry seal and pavement resurfacing work valued at more than $4.3 million.

Council members are also scheduled to consider purchases of new police motorcycles and hybrid vehicles for the city fleet.

Additional agenda highlights include:

  • A presentation from the Sacramento-Yolo Mosquito and Vector Control District.
