ELK GROVE, Calif. — Elk Grove Mayor Bobbie Singh-Allen and City Councilmember Rod Brewer are poised to secure new terms without appearing on the November ballot after neither incumbent drew an opponent.

The Elk Grove City Council will hold a special meeting Thursday, August 20, to consider appointing Singh-Allen to another two-year term as mayor and Brewer to another four-year term representing District 2. Their new terms would begin Dec. 9.

The special meeting begins at 3 p.m. in the Elk Grove City Hall Council Chambers, 8400 Laguna Palms Way. The meeting will also be available for remote viewing and public participation.

The unusual midafternoon meeting follows the August 7 close of the candidate nomination period for the Nov. 3 general election.

According to City Clerk Jason Lindgren's certification, Singh-Allen was the only candidate to qualify for mayor, while Brewer was the only candidate to qualify in District 2.

Under California Elections Code Section 10229, when only one person is nominated for a municipal office, a city council can appoint that candidate rather than conduct an election for the seat. The council also has the option of allowing the election to proceed.

City staff is recommending the appointments.

If approved, neither the mayoral nor District 2 council contest will appear on Elk Grove voters' November ballots. There also will be no write-in option for either office. Singh-Allen and Brewer would take office in December exactly as if they had won the general election.

Eliminating the two contests is also expected to substantially reduce the city's election bill.

The city budgeted about $300,000 to consolidate its mayoral and council elections with Sacramento County. With only the District 4 council race proceeding to voters, city officials estimate the final cost will fall to approximately $75,000 — a savings of about $225,000.

Unlike Singh-Allen and Brewer, District 4 Councilmember Sergio Robles drew a challenger. Robles will face Peggy Parks for the four-year District 4 seat in November.

The appointments would remove two of Elk Grove's three scheduled municipal contests from the November 3 ballot, leaving District 4 as the city's only contested City Council race.
