With Prop. 50 approval, Conservative Rep. Kiley moves to the middle, promises to fight Gerrymandering
Given that Congress is not in session and both major parties would be reluctant to relinquish power, the bill is unlikely to be approved, much less advance to a floor vote.
With the early call showing California's Proposition 50 approval, Republican U.S. Representative Kevin Kiley wasted no time in posting a message about the consequences of the election (see video below).
Kiley, one of five Republican California Congressmembers targeted by Proposition 50's Congressional redistricting, had steadily moved toward a more moderate stance. A rib-rocked conservative who has received a zero score from California Environmental Voters during his tenure in the California Assembly, and recently voted to defund Planned Parenthood, has appeared on the liberal cable news network MSNBC (second video below).
The 3rd District that Kiley represents will be reconfigured to add more Democratic and fewer Republican voters. Former Democratic California State Senator and Assemblymember Dr. Richard Pan, M.D., has entered the race, primarily due to the redrawn district.
In his video message, Kiley promised to fight Gerrymandering on a national basis. He called the mid-decade effort a race to the bottom.
As part of his declared war on Gerrymandering, Kiley has introduced H.R. 4889, which would ban all mid-decade Congressional redistricting. Given that Congress is not in session and both major parties would be reluctant to relinquish power, the bill is unlikely to be approved, much less advance to a floor vote.
Nonetheless, Kiley will continue to use his proposed legislation in TV campaign commercials to give the appearance of moderation despite a conservative voting record.
