With one Dissenting Vote, Elk Grove School Board Adopts Transgender Athlete Policy
The policy places gender identity participation within the district’s broader nondiscrimination framework
The Elk Grove Unified School District Board of Trustees adopted an updated athletic competition policy that affirms students may participate in sports consistent with their gender identity, aligning district rules with California law and California Interscholastic Federation guidelines. The policy, which was part of the board consent calendar, was adopted during the Tuesday, Feb. 17, meeting.
Although the policy was on the consent calendar, Area 7 Trustee Heidi Moore asked to pull the item and have an individual vote on the matter. After the item was pulled, Ms. Moore read a prepared statement opposing the policy (see video).
After reading her statement, Moore made a motion to reject the policy. With no second, that motion died, and an affirmative vote for the policy was made with Moore the sole dissenting vote.

The policy places gender identity participation within the district’s broader nondiscrimination framework. It does not create new eligibility rules specific to transgender athletes but relies on existing state law and CIF standards.
