Who Will They Align With - Constituents or Contributors? Rural Resident to Elk Grove Mayor, 'Honor the Commitment'

In what is likely to be a monumental battle between rural residents and developers, Elk Grove's promise to preserve its rural areas will be tested in the coming months. The battle will be a developer's request to build a high-density housing project in the city's rural area. Speaking to Mayor Bobbie Singh-Allen and her city council during the October 22, 2025, meeting was rural resident Mark White.
In his remarks, White urged Mayor Bobbie Singh-Allen and her four city councilmen to "honor the commitment" made by the previous city council to keep the rural area free of high-density housing projects common throughout Elk Grove.
The development in question is the Summer Villas project proposed for the southeast corner of Sheldon and Waterman roads. The project proponents aim to build 499 high-density housing units for seniors on the 116-acre parcel, potentially altering the rural landscape of Elk Grove.
The project requires approval by May Singh-Allen and the city council of a General Plan/Rural Area Community Plan Amendment and a Rezone to create the Special Planning Area. The current designation for the site is Rural Residential (AR-2, minimum two acres).
As Mr. White noted in his commentary (see video below), every previous Elk Grove City Council, without exception, has committed to preserving the city's rural eastern area. Given that the developers of the project have made generous campaign contributions, most notably to Councilman Rod Brewer, who represents the entire rural area, the decision will confirm whether local elected officials are aligned with constituents or campaign contributors.
