During the January 28 Elk Grove City Council meeting, one resident urged Elk Grove Mayor Bobbie Singh-Allen not to segregate the planned permanent homeless shelter. The comments from Elk Grove resident Lynn Wheat came during public comments on non-agenda items.

The city is considering three sites, two of which, in Wheat's opinion, are not easily accessible to the facility's clients. Ms. Wheat focused on the Survey Road site, which is off of Grant Line Road and Highway 99 on the city's southern extremities, saying it was the least accessible for future clients.
