Elk Grove Mayor, City Council to be updated on homeless shelter project

Mayor Bobbie Singh-Allen and the Elk Grove City Council will hear an update on plans for a permanent homeless shelter on Wednesday, including a new round of community outreach aimed at selecting a site for the facility.

The city’s current shelter operates in a leased building at Calvary Christian Church on East Stockton Boulevard, but that lease expires no later than September 2028. City staff said the need for shelter space will remain ongoing, prompting the planning for a long-term solution.

Earlier this year, Elk Grove contracted with NJA Architecture to guide planning efforts. The firm has already completed the first phase of outreach, which focused on identifying the shelter’s needs, amenities, and overall design.

Phase 1 included two in-person meetings in August and September, a virtual meeting on Sept. 6, and an online survey. Preliminary renderings will be shared with the mayor and her council members to illustrate how public feedback has been incorporated.

Phase 2 will shift attention to evaluating potential sites. The city and NJA plan to use a mix of in-person forums, interactive online tools, and comment opportunities to gather feedback. Community members will have the opportunity to comment on the scoring priorities and assist in evaluating candidate locations.

Housing and Public Services Manager Sarah Bontrager and Community Development Director Christopher Jordan are overseeing the project.
The outreach and engagement work is covered under the city’s existing contract with NJA, funded through Elk Grove’s 2025-26 Measure E budget.
