The Elk Grove City Council welcomes, appreciates, and encourages participation in the City Council Meeting1. The City Council asks that you limit your presentation to three minutes per person to allow everyone time to participate2. The City Council reserves the right to reasonably limit the total time for public comment on any particular noticed agenda item3. To address the Council, please complete a Speaker Card and give it to the Assistant City Clerk before the agenda item is considered4.
Any public record relating to an agenda item for an open session meeting that is distributed to a majority of the City Council less than 72 hours before the meeting will be posted on the City's website and made available for public inspection at the Office of the City Clerk during regular business hours.

5. PUBLIC COMMENT
Audience members may comment on any non-agendized item of public interest that falls within the City Council's jurisdiction19. - 7.5 Adopt Ordinance No. 19-2025 amending the Street Naming and Numbering System relative to the Veteran and Public Safety Street Naming Program (Second Reading).
- 7.6 Adopt a resolution dispensing with the formal request for proposal procedure and authorizing the City Manager to execute the First Amendment to Contract No. C-23-579 with JobElephant.com, Inc., extending the contract's termination date to October 1, 2028, and increasing total compensation to an amount not to exceed $400,00030.
- 7.7 Adopt a resolution authorizing the City Manager to execute a contract withAECOM for the Heat Resilient Transportation System Implementation Plan in an amount not to exceed $498,137.

- 9.1 SUBJECT: Receive information about the inaugural City of Elk Grove Mural Festival and consider authorizing staff to negotiate a contract with Talking Walls, LLC to serve as the event production partner42.
