ELK GROVE CITY COUNCIL REGULAR MEETING AGENDA

The Elk Grove City Council welcomes, appreciates, and encourages participation in the City Council Meeting1. The City Council asks that you limit your presentation to three minutes per person to allow everyone time to participate2. The City Council reserves the right to reasonably limit the total time for public comment on any particular noticed agenda item3. To address the Council, please complete a Speaker Card and give it to the Assistant City Clerk before the agenda item is considered4.

Any public record relating to an agenda item for an open session meeting that is distributed to a majority of the City Council less than 72 hours before the meeting will be posted on the City's website and made available for public inspection at the Office of the City Clerk during regular business hours.

5. PUBLIC COMMENT

Audience members may comment on any non-agendized item of public interest that falls within the City Council's jurisdiction19. Each person will be allotted three minutes, which may be reduced if many requests are received on a particular topic20. The City Council cannot take action on non-agendized items until they are specifically included as an action item on a future agenda

  • 7.1 Approve City Council meeting minutes from the August 13, 2025, special and regular meetings25.
  • 7.2 Receive a report on City Manager-approved purchases and contracts filed through September 2, 202526.
  • 7.3 Receive a report on Requests for Proposals, Qualifications, and Bids27.
  • 7.4 Receive the Monthly Disbursement Summary and AP Check Register Listing for July 1, 2025, through July 31, 2025.
  • 7.5 Adopt Ordinance No. 19-2025 amending the Street Naming and Numbering System relative to the Veteran and Public Safety Street Naming Program (Second Reading).
  • 7.6 Adopt a resolution dispensing with the formal request for proposal procedure and authorizing the City Manager to execute the First Amendment to Contract No. C-23-579 with JobElephant.com, Inc., extending the contract's termination date to October 1, 2028, and increasing total compensation to an amount not to exceed $400,00030.
  • 7.7 Adopt a resolution authorizing the City Manager to execute a contract withAECOM for the Heat Resilient Transportation System Implementation Plan in an amount not to exceed $498,137.
  • 7.8 Receive the2024 Annual Growth Report32.
  • 7.9 Adopt a resolution dispensing with the formal request for proposal procedure and authorizing the City Manager to execute an agreement withPeregrine Technologies, Inc., for the purchase of an Integrated Real-Time Operations Platform in an amount not to exceed $286,500 through October 31, 2028.
  • 7.10 Adopt a resolution authorizing the City Manager to execute a contract for goods withCubic ITS, Inc. for the purchase of six traffic signal control cabinets in an amount not to exceed $133,05034.
  • 7.11 Adopt a resolution approving the North Laguna Creek Area Big Horn Blvd. and Franklin Blvd. Improvements Project; authorizing a construction contract with George Reed, Inc. for $1,663,204; and authorizing the Public Works Director to approve change orders not to exceed $166,32035.
  • 7.12 Authorize recruitment for one voting member vacancy on theHistoric Preservation Committee.

8. PUBLIC HEARINGS

  • 8.1 SUBJECT: A public hearing to consider:
    1. A resolution adopting an Initial Study/Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program37.
    2. An ordinance amending the Elk Grove Zoning Map for theMilestone II GPA, Rezone, and Map Project (PLNG24-008)38.
    3. A resolution approving a General Plan Amendment/Community Plan Amendment (map), Tentative Subdivision Map, Subdivision Design Review, and Determination of Consistency with the General Plan for the Milestone II GPA, Rezone, and Map Project (PLNG24-008)39.

  • 9.1 SUBJECT: Receive information about the inaugural City of Elk Grove Mural Festival and consider authorizing staff to negotiate a contract with Talking Walls, LLC to serve as the event production partner42.

    • RECOMMENDATION: Authorize staff to negotiate a contract with Talking Walls, LLC, subject to future City Council approval44.
  • 9.2 SUBJECT: Consider the appointment of two voting members to the Diversity and Inclusion Commission45.

    • RECOMMENDATION: Receive information from Mayor Singh-Allen regarding the appointment of two voting members to the Commission, with City Council approval47.
  • 9.3 SUBJECT: Consider the appointment of a voting delegate and alternate(s) to the 2025 League of California Cities Annual Conference.

    • RECOMMENDATION: Appoint a voting delegate and alternate delegate(s) to represent the City of Elk Grove at the conference's business meeting.
