Elk Grove Animal Shelter Offers Free Adoptions Amid National Shelter Overcrowding Crisis

ELK GROVE, Calif. — The Elk Grove Animal Shelter will waive adoption fees Saturday as part of California Adopt-a-Pet Day, a statewide effort aimed at finding homes for shelter animals while addressing overcrowding challenges facing animal shelters across the country.

The event will be held from noon to 5:30 p.m. on June 6 at the Elk Grove Animal Shelter, 9150 Union Park Way. Adoption fees for eligible animals will be covered through support from the American Society for the Prevention of Cruelty to Animals, according to city officials.

The statewide initiative, now in its third year, has helped place 8,588 animals into homes through previous adoption events, according to the city. Shelter officials said animals of various breeds, ages and sizes will be available for adoption. Most have been spayed or neutered, vaccinated and microchipped before adoption.

"Every animal in our shelter has a story of hope," Elk Grove Animal Services Manager Sarah Humlie said in a statement. "Adopt-a-Pet Day is when those stories get the happy endings they deserve."

The adoption drive comes as animal shelters nationwide continue to report capacity pressures. According to Shelter Animals Count and the ASPCA, approximately 5.8 million dogs and cats entered U.S. shelters and rescue organizations in 2025, while about 4.2 million animals were adopted. Although adoptions increased slightly from the previous year, shelter operators continue to report crowding and extended stays for many animals.

Shelter Animals Count reported in its 2025 midyear analysis that more animals were entering shelters than leaving them, leaving many facilities operating above capacity. The organization said the imbalance has been especially challenging for shelters caring for larger dogs.

Animal welfare groups have cited rising housing costs, economic pressures and increased pet-care expenses as factors contributing to shelter crowding. An analysis by The Associated Press found that shelters across the country have struggled to keep pace with incoming animals as adoptions have not consistently matched intake levels.

California Adopt-a-Pet Day organizers say fee-waived events help remove financial barriers for prospective pet owners while creating space for shelters to care for incoming animals.
