The Elk Grove City Council will consider a proposal during its meeting on Wednesday, September 10, to launch the city's first-ever mural festival, a week-long public art event tentatively scheduled for June 2026. The staff report recommends authorizing a contract with Talking Walls to produce the festival.

The idea for the festival was developed by the city's Arts and Creative Economy Commission. The festival would provide a platform for artists to create murals in Old Town-Historic Downtown Elk Grove during the first year and throughout the city in the future.

Staff's recommendation follows a competitive review process. The city considered five bids and selected San Francisco-based Talking Walls.

The estimated cost for the first year of the festival is $125,000. This includes an $85,000 fee for Talking Walls, with an additional $40,000 allocated for production expenses.

The proposed contract with Talking Walls could extend for up to three years, with a total not-to-exceed amount of approximately $255,000. The initial funding for the festival is from Measure E.
