During the November 5, Elk Grove Planning Commission meeting, an Elk Grove resident sought to have a planning commissioner recuse himself from the Summer Villas housing project hearing.

The resident, Eileen Conwell, made the request during public comment at the hearing for the controversial project. She also said she had sent a letter to the city clerk and Mayor Bobbie Singh-Allen seeking his recusal.

The details of her letter were not revealed during her testimony. However, Conwell implied Commissioner Fernandez had a conflict of interest involving the developer.

"I sent a letter to the city clerk and to the mayor on September 23rd asking that Juan Fernandez recuse himself from this hearing tonight," Conwell said. "And I see him sitting here. What I'd like to do is I'd really like to know why he's sitting here."

When asked why he was on the dais, Fernandez stated, "Because I'm a member of the planning commission. Please sit down. Your time is up."
