Possible Permanent Homeless Shelter Sites Revealed by Elk Grove

The City of Elk Grove has identified three possible permanent homeless shelter sites under consideration.
City officials are evaluating a 4-acre vacant lot on East Stockton Boulevard as a potential location for a future facility. That site is located at 9296 East Stockton Blvd., and the other possibilities are on Survey Road and East Stockton Blvd., near Grant Line Road and Highway 99, and Dwight Road north of Laguna Blvd (see videos and map below).
In a video (see below), city officials have designated the East Stockton Blvd. property as a "strong candidate," noting it received high marks across all evaluation criteria established through community feedback.
According to the city's analysis, the property scored a "green" rating—indicating strong compatibility—in five key categories: proximity to sensitive uses, cost and feasibility, proximity to services, safety and security, and transportation.
Community members previously identified proximity to "sensitive uses," such as schools, homes, and parks, as their top priority, accounting for nearly half of the public's survey votes. Officials said the East Stockton site met this requirement due to its location in a mixed-use commercial area and its separation from nearby residential neighborhoods by masonry sound walls [01:49].
The 4-acre site far exceeds the estimated one acre required for shelter operations, providing what officials called "flexibility for development."
"The city is designing a future homeless shelter to support individuals and families experiencing homelessness with a safe, stable environment and housing-focused services," Sara Bontrager, the city's housing manager, said in the video.
A significant factor in the Stockton Blvd. site's favorable rating is its proximity to the Turning Point Core Wellness Center, which is less than a five-minute walk away. The center provides outpatient behavioral health services, including therapy and case management, which would be directly accessible to shelter residents.
The city is hosting two information sessions at District56 on Jan 21 and 27.
