Elk Grove Planning Commission To Review Sheldon Road Rezoning, Old Town Mural Festival And 2026-2031 Capital Improvement Program

The City of Elk Grove Planning Commission is set to approve a mix of development, cultural, and infrastructure-related items during its Thursday, May 21 meeting, Included in their approval is is a proposed rural residential rezoning on Sheldon Road, a mural festival in Old Town Elk Grove, and review of the city’s five-year Capital Improvement Program.
Among the most notable public hearing items is a proposal to rezone approximately 4.9 acres at 10132 Sheldon Road from Agricultural Residential with five-acre minimum lots to a two-acre minimum lot designation. The project would subdivide the parcel into two residential lots of at least two acres each.
According to the agenda, future construction on the site would be required to comply with the city’s Climate Action Plan measures for new single-unit residential development. With the rezone, the parcels will now be subjected to several of the city's Mello Roos fees.
Commissioners will also review plans for the Elk Grove Mural Festival, known as “Paint the Grove,” which seeks approval for new temporary murals at 10 locations in the Historic Old Town area. Three of the proposed mural sites are listed on the Elk Grove Register of Historic Resources. City staff is recommending approval of a Major Certificate of Appropriateness and Old Town Design Review for the project.
In addition, the commission will consider the city’s proposed 2026-2031 Capital Improvement Program, a five-year planning document outlining infrastructure and transportation projects as well as funding strategies for implementation. The program includes planned investments in transportation, drainage, community enhancement projects, and city facilities.
The meeting is scheduled for 6 p.m. Thursday, May 21, at the Elk Grove City Council Chambers, 8400 Laguna Palms Way.
