Elk Grove Planning Commission to Review 188-Unit Wellington Crossing Condominium Project
The project by Samos Enterprises, LLC would redevelop a vacant 7.5-acre parcel in the Laguna West area into three-story townhomes
The Elk Grove Planning Commission will consider approval of the Wellington Crossing project on Thursday, December 4, a proposed 188-unit condominium development featuring attached townhomes and a new 4,500-square-foot clubhouse at 2804 Elk Grove Boulevard.
According to the city staff report, the project by San Jose-based Samos Enterprises, LLC would redevelop a vacant 7.5-acre parcel in the Laguna West area into three-story townhomes surrounded by landscaped courtyards, walking paths, and a pool. The site plan also includes four access points from Riparian, Waterfowl, and West Taron drives and will connect to existing city bike routes.
The proposal replaces an earlier 2022 approval that expired in September, but retains the same number of housing units. The new plan substitutes one of the residential buildings with a private clubhouse and reconfigures the subdivision into 29 buildings. Unit sizes will range from one to three bedrooms.
City planners have recommended approval of the Tentative Subdivision Map, Subdivision Design Review, and Major Design Review, noting the project meets Elk Grove’s High Density Residential zoning standards and supports city goals for compact, transit-accessible housing. Staff found no additional environmental review is needed under the California Environmental Quality Act (CEQA) because the project is consistent with the city’s General Plan and previously certified Environmental Impact Report.
The project’s design—described as modern Santa Barbara style—features stucco, wood, and stone finishes in earth-tone colors. Buildings will reach up to 35 feet, below the 40-foot zoning limit. The plan includes 391 parking spaces, exceeding city requirements after parking standards were recently reduced for multifamily housing.
The site lies within a 200-year floodplain, and the development will be elevated to meet Elk Grove’s “urban level of flood protection.” Living areas will begin at least nine feet above grade, with garages occupying the ground floor.
While the project is not deed-restricted for affordable housing, city planners note that condominiums and attached townhomes often offer a more attainable path to homeownership than detached single-family homes. With smaller footprints and shared infrastructure, such developments can deliver lower per-unit costs and increase density near commercial centers.
If approved, Wellington Crossing would add to the city’s inventory of high-density housing and provide an additional housing option in a community long dominated by single-family neighborhoods.
