  • 7.1 Approve meeting minutes from January 28, 2026, and February 11, 2026.
  • 7.2 Receive report on City Manager approved purchases and contracts.
  • 7.3 Receive report on Requests for Proposals, Qualifications, and Bids.
  • 7.4 Receive Monthly Disbursement Summary and AP Check Register for January 2026.
  • 7.5 Execute amendments to Credit Reimbursement Agreements with Reynen & Bardis Construction, LLC (Telos Greens Project).
  • 7.6 Execute Credit Reimbursement Agreement with Reynen & Bardis Construction, LLC for SEPA Park and Trail Impact Fee Program.
  • 7.7 Amend FY 2025-26 budget for Credit Reimbursement Agreement with Poppy Grove Developers, LLC.
  • 7.8 Amend FY 2025-26 budget for Credit Reimbursement Agreement with The New Home Company Northern California, LLC, et al. (Arbor Ranch Project) .
  • 7.9 Declare intention to annex territory to Street Maintenance District No. 1 and SWDF Zone 2 (9320 Bradshaw Road Urban Lot Split Project).
  • 7.10 Execute contract with Willdan Financial Services for Citywide Indirect Cost Allocation Plans.
  • 7.11 Dispense with formal RFP and amend contract with UBEO Business Services for Document Scanning.
  • 7.12 Authorize Grant of Easement to SMUD for electrical facilities over City-owned property.
  • 7.13 Cancel November 11, 2026 meeting; schedule special meeting for November 18, 2026.

8. Public Hearings

  • 8.1 Trilogy MedWaste West Project (PLNG25-020): Consider an ordinance and resolution to allow a new medical waste transfer facility in an existing industrial building.
    • Recommendation: Introduce ordinance and adopt resolution finding no further environmental review necessary and approving a Conditional Use Permit.+1

9. Regular Agenda Action Items

  • 9.1 Receive FY 2024-25 Measure E Annual Report and provide feedback on the draft Community Report.
  • 9.2 Receive mid-year update on City Council priority projects.+1
  • 9.3 Execute contract with The Cultural Planning Group, LLC for 18 months.+1
